Libraries Policies

The SRJC Libraries seek to provide learning environments that facilitate research and instruction. As such, policy guidelines exist to ensure access to facilities and materials, the safety and comfort of users, and the protection of collections and materials.

 

Conduct in the Libraries

Library users are expected to behave in a manner that respects the buildings and equipment, the staff, and other patrons. This includes lowering your voice when entering the buildings, using study rooms for group projects and conversations, as well as helping to keep the facilities in good condition for the benefit of all.

The Library Conduct Guidelines help maintain a clean, safe and comfortable atmosphere for learning. Failure to observe Sonoma County Junior College District policies or these guidelines may result in expulsion from SCJCD property, suspension from the College and/or intervention by District Police.

 

Book Donations

While we greatly appreciate the generosity of people wishing to donate materials to the Santa Rosa Junior College Libraries, we have a limited ability to accept unsolicited gifts of books, periodicals, films, manuscripts, and other materials. The Library is therefore unable to accept all offered gift materials.  

Upon receipt, the donation becomes the property of the Santa Rosa Junior College library. Donations are presumed to be given without any condition.  The library assumes the right to determine what becomes of the books and materials.  Books donated to the Library that are deemed appropriate for the SRJC Libraries Collections will be processed, as time is available.  Books and materials not used by the library will be sold and the proceeds used to buy books and materials that benefit our students.  Delivery of gifts should be made only with prior arrangement. Filming/Photography in the Libraries

Visitors to SRJC Libraries may photograph and film within the libraries without formal authorization from SRJC Libraries. While filming or photographing, individuals: 

  • Must follow SRJC Libraries Conduct Guidelines  

  • Must follow SRJC Policies that protect library users’ privacy (SRJC Board Policy 8.28

  • Must not interfere with the study, research, privacy, or safety needs of the libraries’ users 

  • Must not interrupt Libraries’ operations 

  • Must not hinder access to exits, stairways, corridors, doorways, and other Library areas 

Photography or filming requests that require set-up time, props, furniture movement or lighting adjustments require a request via email to the Library Dean’s Office at shagerman@santarosa.edu

Right to Terminate: SRJC Libraries reserves the right to terminate any photography or filming that causes an undue disturbance, violates library or district policies or regulations, or endangers the health and safety of participants, Library patrons, and Library staff. 

 

Library Privacy Policy

Library Circulation Records:

Under California law and in accordance with the Code of Ethics of the American Library Association, library patron records and circulation records are confidential.  The Library will not disclose any information concerning library users or circulation activity to non-library staff, except under legal constraint.

Course Reserves Materials:

The Library does not assume responsibility for lost or damaged personal copies.  Under California law, and in accordance with the Code of Ethics of the American Library Association, the library does not disclose the identity of any student who has borrowed reserve materials.

Library Computer Usage:

Use of the Library website and workstations generates usage data which may be used by the library to analyze and improve its services.  No information of a personal nature is collected or retained by the Library during this process.

Collection and Materials Selection

The SRJC Board Policy for Library Acquisitions is as follows:

"The Santa Rosa Junior College (SRJC) Libraries identify relevant resources for the current and anticipated instruction programs at the District and acquire or provide access to them at levels appropriate to the SRJC community. Items selected reflect diverse heritages and socio-economic backgrounds, address a range of learning styles and reading levels, expand student horizons and facilitate learning outside the classroom. There should be the fullest practicable provision of material presenting all points of view concerning the problems and issues of our times, international, national, and local. Books or other reading matter of sound factual authority should not be proscribed or removed because of partisan or doctrinal disapproval."

Santa Rosa Junior College Archives Takedown Policy

Santa Rosa Junior College Archives digital collections are accessible for purposes of education and research. Materials previously deposited into the Santa Rosa Junior College Archives digital collections may be removed or restricted at the request of the creator(s), contributor(s), or other individuals holding rights to the material. Upon request, we will remove material from public view while we address a rights issue. Disclaimer Santa Rosa Junior College Archives makes digital versions of collections accessible in the following situations: 

  • They are in the public domain
  • The rights are owned by Santa Rosa Junior College Archives 
  • Santa Rosa Junior College has permission to make them accessible 
  • We make them accessible for education and research purposes as a legal fair use, or 
  • There are no known restrictions on use.

We have made the best effort to adhere to all known copyright and rights of privacy, publicity, or trademark of material, but due to the nature of archival collections we are not always able to identify this information. We are eager to hear from any rights owners, so that we may obtain accurate information. Removal or Restriction of Items Requests for removal should be directed to the Santa Rosa Junior College Archivist and should include the name and URL of the item or items to be removed, the reason for removal, and explanation of any claims to rights for the material. The Archivist in consultation with other appropriate members of the campus community, will review the request for just cause. Upon determination of just cause, the item or items in question will be removed from public view within the Santa Rosa Junior College digital collections until the request is resolved. The final outcome of the review of a request to remove items from the Santa Rosa Junior College digital collections may be one of the following: 

  • The item is not changed and is returned to public view. 
  • The item is not changed, but access is restricted for a period of time. 
  • The item is permanently removed from the Santa Rosa Junior College digital collections.

 

Publication and Copyright Statement

Patrons are advised to become familiar with the copyright law as defined in Title 17 of the United States Code. Researchers assume all responsibility for adherence to copyright laws and must be sure to clear copyrights to the material they use. Permission to use materials and purchase reproductions from the Santa Rosa Junior College (SRJC) Archives does not convey the permission to publish, exhibit, quote beyond fair use, or otherwise reproduce materials in full or in part. Securing these permissions is the responsibility of the user, not of the University or Archives. In addition, the researcher must assume full responsibility for conforming to the laws of libel and literary property rights which may be involved in the use of manuscripts and other archival material. As a general rule, no material written by a person still living may be quoted, paraphrased or used in any way without the consent of the author. Patrons who wish to quote, publish, exhibit or reproduce material from the Santa Rosa Junior College Archives must request permission in writing to SRJC Archivist, Doyle Library, 1501 Mendocino Ave., Santa Rosa, CA, 95401 or archives@santarosa.edu. Although SRJC can only grant permission to publish texts or images for which it is the copyright holder, SRJC does own the copyrights to most of the material in the Archives, including printed materials published by SRJC and many records created on behalf of SRJC. In cases where the copyright is held elsewhere, the Archivist will try to assist patrons in identifying and locating the copyright owner. Santa Rosa Junior College reserves the right to assess a use fee when granting permission to publish material from the Archives. Patrons will supply the Archives with a copy of the publication or work in which archival material is published or in which substantial information or material from the Archives is cited. Santa Rosa Junior College will be held blameless for the infringement of copyright or publication rights by others due to deliberate or negligent misuse of the permission granted to examine or copy materials in the Archives. In giving permission to publish, Santa Rosa Junior College does not surrender its own right thereafter to publish the material or to grant permission to others to publish it.
